Key Evolution : Vessel Monitoring System (VMS)

The new EU regulations introduce strict technical standards for vessel tracking to ensure effective oversight. 

  • Legal Obligation : As of January 10, 2026, vessels must be equipped with devices allowing automatic identification and location at "regular and sufficiently short intervals." 
  • The 30-Minute Standard : While the main regulation calls for "short intervals," technical implementation acts and EFCA (European Fisheries Control Agency) standards have established 30 minutes as the operational norm. 

Requirement for Precision :

  • An interval of 45 minutes is officially considered insufficient to detect rapid fishing maneuvers or the crossing of restricted zones. 
  • Data must be validated via automated algorithms calibrated to 30-minute intervals to accurately calculate fishing effort. 

In summary :  

While Article 9 establishes the obligation for "short intervals," it is the technical compliance (implementing acts and monitoring device specifications) that mandates the 30-minute threshold as the validity criterion starting January 10, 2026. Any interval exceeding this (such as 45’) would fail to meet the "effective automatic localization" requirements set forth by the regulation.
