Completed Projects

For many years, I have sought to share the subtleties of MCS  (Monitoring, Control, and Surveillance) and its tools—such as VMS, AIS, FMC, and ERS—with those who are interested or directly involved in the field.

Today, ten years after the design of my original website, I wish to offer a modest perspective on the latest political and technical evolutions. These advancements justify an entire section of this new site.

Among the experiences of this past decade, the traceability of industrial fishing catches has become a key focus. How ? Through the use of RFID and dual-frequency tags.

My specific thanks go to Jean-Pierre, who believed in this project even against his boss, to Éric, who made it possible, and to everyone who, near or far, participated in this adventure.

I had discovered RFID  a few years earlier through the FIP (Fishing Identification Plate) project, which aimed to provide a unique and tamper-proof way to identify artisanal canoes.

I Had a Dream : Launching the Blue Fund


"I had a dream"... does it ring a bell ? When Dr. Martin Luther King Jr. spoke those words, he was calling for a future built on equity and dignity. Today, that same spirit drives a new vision for Africa’s waters : the Blue Fund.
My dream is of an African horizon where the silhouette of a traditional pirogue and a massive offshore platform are no longer symbols of imminent danger, but of a durable mechanism for safety and peaceful coexistence.

Another experience, brief but intense, allowed me to set foot in the world of offshore wind farms in Saint-Brieuc.
At the request of IBERDROLA (Spain) and its French subsidiary, Ailes Marines, the goal was to create a tool that would enable supply vessels working in the area to locate and avoid fishing buoys attached to nets.

New project, linked to SSF (Small Scale Fisheries – FAO) to address Oil & Gas SANGOMAR in Senegal
In June 2020, we received the RFQ (Request For Quotation) below following our participation in the Oil & Gas Forum in Dakar for the safety of artisanal fishing – January 2020."
In collaboration with AGILTECH France and its Senegalese subsidiary, we formed a task force to respond to this RFQ. The diagram below illustrates our proposal.

It appears that this project underestimated the difficulties of inter-ministerial cooperation. The Ministry of Fisheries was to be responsible for state actions at ports, while the Ministry of Defense was to handle actions at sea (Coast Guard).
Insufficiently precise boundaries led to mutual misunderstandings and a significants lowdown of the project—at least on this specific front.
